reports that a small newspaper is being investigated for harassment by the county of Malheur
after it spent months investigating the business deals and contract work of a state lawmaker in
Malheur County. The reporters of the newspapers are being accused of sending too many emails
and making too many calls to the local government officials. The legal counsel of the county is
investigating whether the persistence of the reporters in contacting County officials even after
business hours or through the use of personal email accounts constitute a violation of the law. It
argues that it is inappropriate to send emails to employees using personal accounts during the
